One in six young people will not be in work or training in five years without action, report warns
The unemployment rate for 16 to 24-year-olds in the UK has reached 16.2%, its highest level since 2014, according to a major government-commissioned review [1][2].
The report, authored by former minister Alan Milburn, warns the number of young people not in employment, education, or training (Neet) is projected to rise to 1.25 million by 2031 [1][2]. Official figures from October to December 2025 show there were already 957,000 young people classed as Neet, equivalent to one in eight in that age group [2]. Milburn attributed the crisis to a structural shift in the labour market, noting the number of low- and medium-skilled jobs in the UK has fallen by 1.6 million over the past 20 years, while higher-skilled positions have risen by 6.3 million [1]. He criticised current policy, stating that for every £1 spent on employment support for young people, around £25 was spent on benefits [1]. Work and Pensions Secretary Pat McFadden welcomed the findings and said the government is taking action, including plans to pay companies to hire young people and create more apprenticeships [2].
